A sudden increase in solar output caused 35 years of calamitous crop failures starting in the year 3435. It was estimated that the excess ultraviolet and cosmic radiation from this event resulted in over 35,000 cases of genetic prolepsis resulting in forced sterilization. The catastrophe was repeated on a larger scale some 300 years later when X-rays from a supernova less than 100 light years away sterilized much of the surface of Europa and nearly forced the abandonment of the colonies on Europa and Chiron and on the outermost 11th planet of Clinton. Both the Anti-Bifurcationists and Ecobuddhists, of course, possessed of religious fervor, viewed this as a favorable if not a foreordained development and petitioned the World Congress in 3778 for an injunction enforcing the abandonment of all extraterrestrial colonization, the former on biological grounds, the latter from the religious conviction that space should remain ``sacred, untrammeled, and free'', that is, free of human life, such that life should be allowed to evolve on other planets only if destined to do so of its own accord.
